| 6. | Fostering enabling policies and institutions |
|---|
Brief session background
Much attention has been focused on the need to make agriculture more climate smart, both for mitigation and adaptation. A stockpile of CSA technologies and practices also already exists. Much less discussion has focused on how to operationalize CSA. This theme brings together analytical and operational perspectives to identify and overcome some key challenges to the implementation of CSA. One session deals with the enabling policy and institutional environment to provide the incentives for farmers and actors in the food system to make the food system more climate smart. The second beings together some more “hands-on” experiences on how operational challenges have been met in different countries.
Description
This theme focuses on the challenges to scaling up Climate Smart Agriculture. One set of challenges concerns the “what” needs to be done in terms of the enabling environment for supporting transformation. The second concern the “how to” overcome the implementation problems commonly encountered across countries. These sub-themes are discussed in the following two sessions.
Expected outcome
Ensure that lessons from CSA implementation and research which enable efforts to guide the formulation as well as effective implementation of climate-smart policies and institutions are incorporated in key national (NDC) and can inform and guide international (KJWA) processes.
Objectives
- Identify priority actions to create the right enabling environment for CSA.
- Identify operational mechanisms to effectively implement CSA.
- Derive lessons on what works from cross-country experience.
